Diario Libre has been covering the efforts of several neighborhood groups to reduce noise. The newspaper has campaigned against those demanding their right to blast loud music, saying it is not about music but noise.

Diario Libre last week says that the noisiest city areas are in Naco, Luperon and the Colonial City.

There is a law against loud noise but like so many laws, it is not complied with .Just as the road patrols have cameras measuring vehicle speeds maybe police need to have a device that measures noise.

Good luck - if there is one thing Dominican like - it is noise. The other seems to be pollution from trash everywhere.
The police will never enforces this unless they get to keep the speakers

Noise might be the factor that makes DR unbearable, eventually. There is a good chunk of folks down here who simply LOVES noise, and they marched for the right to play their garbage music out loud in their idiotic boombox cars.

Our neighboring building is owned by my landlady's sister. She rents it out as AirBnB. This holiday weekend we had about 6 people staying there. It was ok until 3pm on Sunday when they started with the loud music. We couldn't actually talk at our house without yelling. My kid called the landlady and that didn't help. Finally at about 8pm I yelled over the wall at them saying not so nice things. They turned it down.

If you call the police on a noise complaint they will come…and they will take away equipment that caused issue if partying bunch don’t head there warning..

Yep, just like you can see in the picture. No compliance there, that's for sure.

These speaker arrests happen almost on a weekly basis. I see them all the time on the Medio Ambiente IG page.

Also when they destroy them.

JD, do you mean arrests or confiscations? Unless they're shit-faced drunk, I don't understand why they would be arrested.

They "arrest" the speakers, not the people. I use "arrest" somewhat out of jest, because that's what the locals say, but the correct term is "confiscate" which they do all of the time.

Mi amiga is an "assistant principal" at a school in Santiago. They have to beg, borrow, and borrow some more for speakers and the like when they have large assemblies. It's often little more than someone screaming through a bull horn. I'm sure they're not the only school. Can't these be put to better use than just destroying them?

I got lucky I sold my bass woofers few months ago!
I posted on craigslist and sold right away, exact same like those in the picture, dual 12" Kenwood woofers.
Here in US they are very popular too, it's not a thing of Dominicans only.

The DR is the noisest country I've ever spent time in. I do not see it changing in my lifetime.

I don't think that the Luperon mentioned in the OP is Luperon on the north coast, but I was kept awake by excessive noise in that supposedly quiet town. By a wailing guy holding a service in a church down the road from my hotel on a Sunday morning. It went on for hours for the early morning. I wish his speakers had been confiscated!

I used to have the same problem at Iglesia Las Mercedes in Zona Colonial ..All of Zona Colonial could here their loud speakers sometimes at midnight on Holy Days and at 6 am on Sundays. I think that playing loud noise that annoys other people is in the same league as jumping queues and driving with no concern for others comes down to the education question. Here good manners and consideration for others is not well taught and that is a pity.

We had the same problem in Haiti eons ago. It was known as the legliz du bwi (church of noise).
