I swear the politicians in this country come right from the stone ages. If barefoot and pregnant doesn't work, maybe the absentee dad's can come back and smack these chicas around a bit. Or better yet let's import some taliban assholes to get them in line.
Why waste money on education and birth control when good old domestic violence will work.

What's worse is the women accept and even seem to encourage multiple dead beat fathers.
I bet many women have no idea who their children's father actually is.

I assume this means that the wife of this pastor has not worked a day in her life and always stayed home? I also did not know that based on this, all the kids we know in the DR or part of my wife's family, including our own kids are criminals or are in risk of becoming ones but what do I know...

This also goes against the idea to controlling teenagers having kids and go for education instead, but I assume who says that in the DR govt also did not know what they were saying, as obviously they were in the wrong?

Right on the mark RDK. And not just limited to the DR. Numerous dictators, presidents, prime ministers, religious organizations, around the world use this policy to keep their populations under control. Keep them poor, provide enough of the basics so they don’t starve to death, and give them just enough hope through political and religious propaganda to keep them from mounting a revolution.

This agenda seems to be more overt in some Latin American countries than certain Asian countries.

Anyone remember the Judge Joe Brown TV show in the U.S.? He would rip lazy, irresponsible men apart and lecture them about what it means to be a real man. Religious and civic leaders could make better use of their microphones doing the same. Public shaming and humiliation is a great motivator.
