They finally figured this out:

Tap water company replaces iron manhole covers

The director Oliver Nazario Brugal of the water company CORAAPLATA announced that his company will replace the iron manhole covers of the sewage system with plastic covers. The iron manhole covers are regularly stolen by miscreants and apparently sold as scrap iron. This results in extremely dangerous situations for traffic. Scooters and motorcyclists in particular have had to experience several times that such a lidless pit is life-threatening. Especially in the evening when visibility is less, many accidents occur as a result. The lids were also frequently stolen in Sosúa. Just past the High Caribbean disco, for example, there used to be two manholes that were left without a lid for months. Passers-by had stuck branches into it so that traffic could better see the unsafe places and thus avoid them.​

Now, with replacement by plastic lids, this problem will be a thing of the past, director Oliver Nazario Brugal​

Im sure they will find much more practical uses than hanging on a wall. Cover for cisterna, spare wheel for a donkey cart, steering wheel for their car, steal 2 and make a trailer to haul the real steel ones to the scrap yard.....1001 uses and more

That's great, but hopefully the bubbles are not the same in all the plastic manhole covers. What do you mean? Well, look above the first "P." Watch people stop in the middle of the road to take a photo of these covers with their cellphones and place it all over social media. A manhole cover that looks XXX. lol
