An editorial in Diario Libre pinpoints the lack of maintenance to the highways that connect Santo Domingo with Punta Cana on the eastern coast. The same could be said for the Duarte Highway that connects Santo Domingo with the north. The reality is that the highways are full of holes. Commuters pay tolls and the money should be going to the continuous repair of the highways. That is not happening.

Repairs that are not happening asks the question, where is the money going? You don't have to be a rocket scientist to figure it out.

Maybe some went to pay for shit that doesn't work? At the Las Americas toll, they have at least one person at the paso rapido lanes because their crap is so unreliable. So when it works it's fine, but that's only about 75% of the time. It actually appears to be a money pit for them.

improper substrate prep before paving, lack of proper drainage...etc.
My pet peeve is the fact that often times, when they repair a road by laying a new layer of asphalt, they don't actually scrape the previous layers off but rather just pour the new asphalt on top of the old one. Result is that the surface of the road is on a higher and higher level and on intersections or going from the road to the sidewalk, there's a huge drop. One such case was in POP in the intersection of Manolo Tavarez Justo at the entrance of Torre Alta. Normal cars with a regular ground clearance would need to carefully maneuver through that, otherwise they would be left wheels hanging in the air... Pure incompetence...

On the road that passed our house, you could actually see the various layers, there were 4-5 of those, going from newest on the top to the most faded one in the bottom from years and years ago... This is another reason why I personally would never want a sedan in the DR, only SUV with proper ground clearance...

Very little good quality base rock, poor quality asphalt, poor engineers and no Quality Control and apparently no recourse on contractors doing shoddy work.
But agree they do little drainage control - which takes surveying and watershed analysis

Asphault paving isn't rocket science.
