Getting back to the post's origin. As I mentioned there will be some errors committed and flagrant arrests committed.
You know what this does and makes people stay home and not stray to far from where their going. Is this bad maybe, perhaps yes. But think about it in a tourist town like Sosua if all you have are tourists walking the streets at night is this REALLY such a bad thing. Listen I know locals would say, hey my rights are being violated. However, when you have drug dealers approaching tourists, chain snatchers, lurking behind cars and riding as the passengers on mopeds ready to pounce on a visiting couple or single guy/gal having fun, it's hard to pick and choose. For awhile stay off the streets if you have no business there. Where are you going? Then get the hell there and stop hanging on the corners. Theses plastic chairs and tourist hanging unknowingly on sidewalks are a victim asking to be taken. Isn't it better to go into an establishment in safety and have a good time.
General Then is trying to protect the tourist in a TOURIST town and the $$$$ they bring in.
Where's the problem in the overall economy of these tourist towns?
