I've found they have been getting a bit harder to come by recently, quite often there are 8 min waits. But provided I don't travel in the peak I can usually get a car pretty quickly. I always use Comfort wherever I can and I use Uber several times every day without any problems at all. All trips now have the PIN and I like the fact that it's super safe, I know who is going to take me, I know I've got the right car as they have the PIN, and I like that they charge my credit card and I don't have to route around to find cash to pay.

Have you ever had any issues with a cancellation or some other thing being charged to your card? I realize that would rarely happen, just curious. I don't use Uber often enough to be bothered by using cash; if I used it as often as you, I might re-think that

Obviously I've had the odd issue. The other day the driver's phone ran out of battery and he said his charging cable was broken. He didn't finish the trip so it overcharged me. But Uber gave me the credit back within seconds when I raised it. If you're regular they give you 10% credit on each ride back, so most of my rides are about RD$ 180 or US$ 3. I did have a car and I recently hired a car but it was a) very expensive b) much more risky in terms of hassle if I had an accident c) less safe because an Uber drops me outside the door of where I'm going and I don't need to park and walk there and d) quicker. When I hired a vehicle recently the cost worked out at US$ 90 a day, plus the fuel plus tolls. There is no way that I spend that much buzzing around the capital. And even on the longest trip I did, to Cabarete and back for four days, a taxi would cost me US$ 180 each way, including fuel, and so it was cheaper than having the car.

A friend of mine recently had an accident, and it took him 4 months to get the car fixed, hassle with insurers then the repairer, then the insurers, casa de conductor, round and round in circles. Take a ticket and spend all day in line. I am so pleased that I don't have that type of hassle.

Your friend has the wrong insurance broker.

When Uber started in SD, they enforced their rules that the car must be not older than 5 years, in nice condition, etc.

I don't use Uber a lot, but I do use them when I need to go to any place with no parking available (government offices, hospitals, etc) or if I am not in the mood for driving myself. Now most of Uber cars are totally beat up, and in a last few months waiting time during peak hours increased up to 15 minutes, and I see less cars available than it used to be. Other than that, I don't see any changes.

It was an amazing service, for the first 1-2 years. After that, was a downhill.
Yes, but not to the point of total failure for sure. I had to use it twice yesterday and twice today, I can't say anything bad really. Yesterday waiting time was about 7-10 minutes, today it was just 2-3 minutes. Still works to get from point A to point B with minimal hassle for a little money. What else can you expect from Uber in DR? They started great and went downhill, but that happens to everything in DR.

(I am talking about Uber in Santo Domingo, I have never used it in other locations in DR).

2. Often I get three or four cancellations in a row, 3. Frequently, a driver who does not cancel, I can see the vehicle stuck on the map for 15+ minutes without moving one block, then I have to cancel and pay a cancellation fee and request another driver who may cancel to collect another fee, 4. If everything works, I may have to wait fifteen minutes or half an hour. I mean, I live in the capital, and sometimes there is only one driver far away.
I have run into the driver accepting the ride and not moving problem. I usually send them a text message, that I do not see their vehicle moving and ask if they are on their way. The last one cancelled shortly after the message and I wasn't charged. Calling them through the app and/or texting them before trying to cancel seems to be the way to get around the fee issue. I would screenshot the message too incase you need to dispute it later, you can note when you ordered the ride and when you sent the message to the driver.
