Repair bathroom water-heater in Puerto Plata

Can anyone recommend someone in Puerto Plata to repair my bathroom water heater? I have tried two otherwise competent plumbers, but neither had a clue.

What type is it?
On Demand electric or gas and what size?
Usually they are small 110 volt electric and easily replaced

What are the symptoms, what does it do? Those are really not complicated devices, so wonder why after two plumbers the issue would not be solved?

Yes of Course. The smallest one available (8L / min). Lasts about 5 years and costs around 100$ on Amazon. Forwarding is cheap. They don't weight much.
You can also by a italian one at Unidos for twice the money but they want last much longer.
But you need a relatively high flow of water for them to work. Just Gravity from a Tinaco on the roof want do it.

The big bottle about once a year. If we use the Jacuzzi a lot than maybe lasts 6 month. Most common mistake is that people buy this Heaters way to big. Than they want turn on with little flow or turn on and off all the time and drive you crazy. I would say that the smallest one (8L/min) does it for 90% of all applications.
