IF you are "naturalized" , you have become a citizen, and therefore are entitled to a passport. But not just with your residence card.

Hillbilly is correct: Dominican passports are only issued to Dominican citizens. C?dulas (national I.D. cards) are issued to both citizens and foreign residents. The ones issued to citizens are called "C?dulas de Identidad y Electoral" since they are used for identification and voting purposes. The ones issued to foreign residents are called just "C?dula de Identidad", since foreign residents don't have the right to vote.

Does either cedula grant some foreign travel privileges but only within Latin America? :confused: Or is a valid passport required in any cases of foreign travel?
