If that's the case, the embassy in the UK hasn't updated their site yet. Make sure you're not getting scammed. You wouldn't be the first:Have been advised by an immigration attorney in Santo Domingo and confirmed this here in the UK, that the Embassy in London, no longer does this work and that it is now done in Paris for the UK. Difficult, but it can all be done by mail. The law firm I contacted in Santo Domingo can facilitate the paperwork with the embassy in Paris.

Then you can use a lawyer to help complete the process after you are back in the DR if you wish. Do you realize this much to begin with?
If your question is can some lawyer do this without doing it correctly while you are in the DR already without that residency visa from back home, they cannot. That would not be illegal. So nobody can "know" such a lawyer.

I would recommend Guzman Ariza. I used them and was completely satisfied. They have an office in Sosua. They advertise on this site and monitor the Legal thread. You can contact them thru their web site and ask what's required.
