President Luis Abinader fired the governor of Samana, Elsa de León who was too frank. Frustrated with the thousands of residents in Samana who have not yet been vaccinated, the governor had stated last week:“I will hold a party for each of those who were not vaccinated and died of Covid.”

Samaná has one of the lowest vaccination rates. Only 52% of the population has two vaccines. Nevertheless, Samana has one of the lowest positivity rates with 5.08%, with only 1,342 registered cases and 10 deaths since 1 March 2020.

I dont believe the governments numbers at all. They have had La Vega province at 50 percent vaccinated for the past 5 weeks. I know several doctors that are vaccinating hundreds of people a day just in Jarabacoa area yet the stats remain the same??

I agree the loss is inevitable. CV19 is here, there and everywhere to stay. Firing a mayor over it? Hmmm.

Elsa de Leon is a governor. She is not an elected officer. Her role is to represent the President in the province. There is no governor for the National District, just for the provinces. Apparently the President didn't feel he was being adequately represented.

The vaccination rates haven't been updated since the 19 October bulletin. An update should be forthcoming and expect it will show significant changes.

I think Abinader appointed her to finish someone else’s term earlier this year. He’ll appoint someone else I suppose
Governors are appointed, Mayors are elected. Governors have much more power and authority due to connections with the central government.

On Monday night, the President of the Republic, Luis Abinader, dismissed the then governor of the Samaná province, Elsa Argentina de León Abreu, after her comments about potential fatalities from the coronavirus.

De León Abreu had more than a year in the position, being appointed through decree 340-20 , along with the other governors of the country.

Who is Elsa de León?

The former governor is a native of the Sánchez municipality, in Samaná, and began her career in politics twenty years ago, obtaining various positions regardless of the political organization that is in power.

In fact, she had already held the title of governor of her province, between 2006 and 2008, being later appointed as Vice Minister of Tourism in the period 2008-2012.

Later she was elected to the National Congress as a deputy, forming part of the Modern Revolutionary Party (PRM), serving as general secretary of that entity's block of legislators.

Likewise, during his time in the Lower House he served as a permanent member of the Environment and Natural Resources, Tourism, Communication, Interior Administration and Public Administration commissions.

Education

De León Abreu completed her primary studies at the public school in Las Terrenas, completing secondary studies at the Liceo Francisco del Rosario Sánchez.
After graduating, she studied law at the Central University of the East; International Relations and Economics for executives at the Catholic University of Santo Domingo; and Senior Real Estate Management at the Universidad del Caribe.

Decree number 704-21, which removed the former governor , was issued days after she publicly stated that she would hold "a party for each person who died of Covid who was not vaccinated."

"I am the one who says that, for every death, from now on, from Covid, who has not been vaccinated, I am going to have a party," she said.
