SD has the largest electronic billboard in Latin America?

Cesar Carrasco (Spaniard from Madrid, keep this in mind) founded a company in SD that now is one of the major competitors regarding outside advertisements (billboards & such.) Of the many things he said was:

1) SD electronic billboards “industry” is actually more advanced than the one in Madrid. Quite shocking considering anyone would think the opposite since Madrid is a big city in a developed country. (6:25)

2) He says that SD has the largest electronic billboard in Hispanic America. He said it’s on “27 de Febrero and Tiradentes” in the National District. Hmm, where does it rank in the Western Hemisphere? Maybe NYC has bigger ones (especially in Times Square) for North America and perhaps Brazil represents Portuguese America; but the Dominican one is among the top 5 in the hemisphere? Top 10?
