Shipped a Vehicle

Paperwork establishing ownership etc. You cannot just walk in and point to a vehicle and say I am here to get my car. Ownership, bills of sale, title documents, authority of a customs agent/broker/dealer to act on your behalf, etc., are all required to be submitted before a factura is issued to you. They are then supposedly crosschecked to make sure the vehicle is admissible (think 5 year rule, salvage/reconstructed title issues, etc).

Follow-up paperwork involves my bill of sale and what the vehicle cost, as opposed to what they think it is worth.

Not sure of your last sentence...perhaps you can clarify what you mean.

Thanks, a list of exactly what is needed is so helpful. Because missing one detail will stop you in your tracks, right? So the more details you can offer the better.

Not knowing, in advance, all that is required and how the process is supposed to work is usually the cause of frustration for me. If I know, then I can get all requirements collected and understand how it's supposed to progress.

Thanks again for the play-by-play (or is it Playa by Playa). I need some clarification on "6/10/2013 Vehicle issued a valuation factura..promptly challenged." Does does mean you received an exorbitant tax bill and challenged it yourself?

I would not necessarily call it exhorbitant, but I do consider it out of line somewhat as to the vehicles value..and thus it is being challenged with further supporting documentation.

Me- Brought my BMW 76 Cabrio into Haina were it sat for 2 weeks. Nothing missing. Talk about luck.

Playa, will you be giving numbers eventually. Also, we know it's a 2007, but model is important too. No????? Will you be giving that info? Hope I'm not pressing up on you.

Yes, that was part of my point of posting....the process and the outcome.

My numbers will not be your numbers.....no matter if the two vehicles are identical. That is the volatility that is Aduana.

To determine their (Aduana) values of vehicles you can go to Direccion General de Impuestos Internos (courtesy of DV8).

So:

5/17/2013 Vehicle loaded onto a car carrier and enroute to the Port of Miami ($475.00)
5/19/2013 Vehicle arrives at the Port. Port fee paperwork and photos ($60.00)
5/23/2013 Vehicle clears all necessary inspections at the Port of Miami.
5/24/2013 Vehicle will be loaded onto a vessel and prepared for transport.
5/25/2013 Vehicle left the Port. (est. sailing time to Haina is 3 days) (shipping cost $610.00)
5/30/2013 Vehicle arrives in port.
5/31/2013 Vehicle is unloaded and now awaiting a factura from Aduana. (Let the games begin).
6/6/2013 Vehicle paperwork to Aduana delayed (my fault).
6/10/2013 Vehicle issued a valuation factura..promptly challenged...further paperwork being sent.
6/26/2013 Final taxes/costs which include first placa (168,262 pesos/$4,103.95 @41)

The process is still badly flawed and completely inconsistent....and I expected that. Nice to know Aduana lived up to my expectations lol.

$5,248.95 Total Cost to import a 2007 Toyota Corolla without the residency exemption.

Just to clarify Playacaribe2, this is the full/regular cost, not the cost that a new permanent resident would pay in DR[or a returning Dominican], correct???

That is correct. The price is without benefit of the residency law or the law for returning Dominicans. Based on what I have been told, the new taxes being implemented are even having impact on returning Dominicans. Many are just selling in the US and buying in the DR. The 18% ITBIS and the 17% first placa are applied no matter what exemption law you claim.

AsI recall, I paid about $2,000 w/ the new resident discount, in 2009 for a 2005 Jeep Wrangler.... sort of half off.

You still have the matricula to buy , right ?

Yes, it would have been less expensive if I had residency, but then I would need to factor in that cost as well.

Not sure if the matricula is included in that price. It does include first placa which should also include the matricula....but it would not surprise me if it did not.

Taxes have definitely gone up since I shipped my last vehicle in 2007.

Putting things in perspective, the same vehicle I shipped is, on average, priced at over $11,000 USD on supercarros.

Mine came in Haina - 1976 BMW Cabrio - sat there 2 weeks - Hellooooooooo whats up- ohoh we are waiting to hear from BMW Germany on the value of the car. Why need to know - Okkky - Why? Well it's a new car. Does anyone read here? Year 1976 2002. 2002 not the year, is the model! Ohoh that's bad, no old cars. Shut up how much Hmmm $5,000.00. Paid on the spot. See yea. Car was stuffed with spare parts etc and not a thing missing! As to the new Reg. in Aug. my car is not listed! But shows by my plate. It will be interesting come Aug.1

Playa, am I reading the dates right? Almost a month from landing to plates? Is this usual?

Let me begin by saying, there is nothing usual at the ports. A range is normally 1-2 weeks though. I had a specific issue as to their (Aduana) valuation and needed to submit further paperwork and wait longer for the reply. Fortunately it resolved.

Some of my dealer clients have not always been that lucky. A few have opted to ship cars back to the US because the price Aduana wanted to charge them left no profit margin.

It is a system based on greed....not need....regardless of what a dealer/party legitimately paid for the vehicle...it is what is in the computer, often times with little regard for the model, condition. It is a deeply flawed system. I honestly do not know how my clients can continue to import there and make any money. It is siphoned off so fast by the government. Then again, the question is somewhat rhetorical as this system is one of the the biggest challenges holding back the DR's economic potential.

Part of the problem is you cannot get accurate quotes as to the taxes. Transportation, shipping etc., can all be determined fairly accurately and quickly. Try and get a quote in writing from Aduana prior to shipping....impossible.

Hopefully, I will not have to deal with them again for a few more years....and even then I might just try and source something on the Island....and I never thought I would ever say that.

That's what we all want to know.... worth the "grief/Hassle" or not...

Imagine if you're on the No Coast and have to travel to argue weekly....

short answer..... import or buy here.... that's what it boils down too


I would LOVE to import - if feasible

I had 2 vehicles shipped to haina about 18 or 19 yrs ago it was a nightmare, about 13 yrs. ago I had a ccar shipped by I think it was Montero shipping out of Lowel MA , they delivered it right to my door without any head aches at all ,the only way to go.

Thanks Playa for posting this experience. I had been considering shipping my motorcycle to the DR when I move but I was highly dubious of the shipping/port system. In short I think I'll be buying locally!
