The recipient in the DR needs to setup a account with a mail forwarding company with a receiving office in Miami. You ship to their account at the Miami address and for a fee to the recipient in the DR, that company forwards all shipments to the DR (most cities and towns) and handles customs too.
Average cost from MIA to the DR is around USD3.oo/Lbs. +/-.
