I do not see the "scam" here !? It's comon practice to have a "Guarantor' for signing a lease (rent). They ask foreigners and dominican for it likewise,
And how much "more you make" does not really matter. There are plenty of foreigners that live on a very tight budget here. Actually it is pretty logic, a foreigner
can disappear way more easy than a local. I know a few cases that foreigners took off and even sold the kitchen and other items that were belong to the owner prior to their "escape". Don't get ofended by this.

I would bet the percentages of the foreigners that take off is way lower

Never happened to me either, I have rented 6 places, and never been asked to have a guarantor.
And where's the scam?
"Scam is a dishonest plan for making money or getting an advantage, especially one that involves tricking people:"
Did they not tell you before you rented that you need a guarantor?
Did they charge you money for it and gave you a list of "approved" dominicans that you could use as a guarantor?

And there's nothing criminal or illegal to ask for a guarantor, it's their property and they have the right to requiere whatever they want, if you don't accept the terms, then don't accept it.

You really need to understand a words meaning before using it.

Always rent to Dominicans with a Guarantor/Fiador (just to avoid any discussions). Also regularly rented to embassies, 2 months rent deposited in advance at Banco Agricula.

Guarantor is pretty standard here, I ask also for working contract and statement of bancaccount for the last 3 month.

Agreed that it’s common, not something targeting gringos.

My landlady is 1/2 Haitian and 1/2 English. Her dad died a year or 2 back, but he advised her never to rent to Domincanos.
They are discriminating!

Do you have residency?
Are you married to a Dominican?
Do you have a Dominican child?
Do you own/ operate a business in the country?
Do you speak fluent Spanish?

If you can not answer yes to at least one of these questions then you can expect them to ask for a Guarantor. If the space/ home you are trying to rent has never been rented out/ you are the first tenant in a brand new property they will sometimes request a Guarantor as well.

I have rented several properties both house and apartments across the country since moving to the DR over a decade ago. Not once have I been asked to provide a co-signer / Guarantor.

I also know several hard-working Dominicans who busted their asses to buy land and bulid apartments who are far from being "criminals" simply for trying to preserve their assets buy not renting to just anyone be them foreign or Dominican.

Two of the places I've rented in the past not only didn't ask for a guarantor but also lowered the rent so I would take it.

I rented about 20 apts for key workers in the Casino years back. Never heard of this, but most wanted First, Last, and Security. So 3 months rent and move in...............

Update: I made reference to a lady that was asked for a co-signer. Yesterday she got approved by owner. Three pays and guarantor. Why?? I suppose it's because she has a giant mortage with her bank and she has very little liquidity.
