This makes me sad. Why does the gov't doesn't do anything at all? The people in the area deserve a clean street so they can safe to walk and browse around the city. I believe this is near the end of the line Line 1B (Mama Tingo Station) I assume?

That is why I keep saying that "You can't just have nice things, anymore. The power people above us dont do jack shyt but worry about themselves".

I have a different take on the problem. The people in that area are wallowing in their own garbage. Yes Garbage pickup from designated locations should be dome on schedule but the throwing garbage on the streets is the fault of those that walk those streets.

When I lived down in SDE it was the same up and down Carr Mendoza. If they wanted to fix it, much like the sidewalks, it would have been fixed along time ago.

You see only the garbage on the street. You don't see the percentage of unpaid invoices for garbage removal from the City.
This measures (of not picking up the garbage) are usually taken to "booster" payment moral of certain sectors. If you see surrounding ares relatively clean,
than you know it's an "educational" action taken by the city. You mentioned "deserve a clean street" ... well not really. It's a Service that needs to be paid.

I have a different take on the problem. The people in that area are wallowing in their own garbage. Yes Garbage pickup from designated locations should be dome on schedule but the throwing garbage on the streets is the fault of those that walk those streets.
This reminds me of the time some guy from a church in the US came to clean up a big residencial area (somewhere) with a group of congregation members.

They collected an absurd amount of bags of garbage (IIRC over 100) and left the area spotless.

They went back a few days later to take videos and publicize their work, and it was almost a full of junk as it was before they came.

We have had 6 mini garbage dumps in Boca Chica cleaned up over the last 6 months. They are still relatively clean. We've also had a gigantasorus dumpster placed in a location close to the main intersection in town. It appears to be working. We have one guy, Carlos Limpieza he calls himself, spearheading this. He also puts up no basura signs in place of where the trash was, along with tire planters. We still have a long way to go, but we are seeing progress.

What are they (government) to do if people continue to throw garbage wherever? Not everything is the governments' fault.

Well clearly they ( government ) are at fault.

Fun story, my first year here I was at a local colmado. Clients one side of counter, staff ( owners in this case ) on the other. You get the picture.
Me being civilized---- kind of 😃--- I wait my turn. This guy comes in and shouts " un servicio de ron, hielo y refresco !!! "
And the owner serves him !?!

Nobody says anything...... So I elbow my way through the waiting clients, literally. And I scream " da me eso, eso y eso !!".

The owners ( husband and wife ) are wide-eyed, as I am usually the calm and respectful type. And I am like yeah, if I had known the way to get served faster/first was to walk on toes, push old ladies and kids out of the way, I would have done it sooner.😆.

The " servicio de ron " bozo decided his change was suddenly less important than his desire to be anywhere else.😁😁

So how does this relate to it being the government's fault that people throw trash around.
Well, you see if people dumped trash in front of my house I would EXPECT and DEMAND that the government / powers-to-be put a stop to it.
If they do not than I shouldn't be prosecuted for knee-capping the trash-throwing-peeps.... simple as that.

Certainly, in some societies the stick works better than the carrot. It used to amaze me when I lived on Vancouver Island where there is free garbage dumps with places to put your metal, batteries....etc. but every spring one of the local Contruction contractor would make their dump truck available and volunteers would go through the woods...etc and pickup washing machines...etc that had been dumped in the woods, much farther away than any of the dumps. Hard to figure out the motivation that drives some people to be disgusting Aholes.

I have seen people walk right past garbage bins and throw the trash on the street. I have driven on the Duarte several times seeing people throw trash out their car windows.

A healthy dose of education with a sprinkle of repression seems to have worked in many other countries .....

Slowly but surely is the way.

I hand out home-made selection boxes to the kids at Xmas. Big bags of sweets/candy. Comes with a word of caution, wrappers go in the bin.
Of course this one pudgy kid just throws them on the ground. And his mother goes on the defensive when I tell him to pick them up. Ok whatever.

Fast forward to the next Xmas. Guess who the only kid not to get a bunch of candy is ? 😁😁
He either has learned actions have consequences or he has been damaged beyond repair and will become the next DR serial killer. Time will tell.

My own local version of governmental regulations, ie how to live in society.

At first my plan was to tell the pudgy crotch goblin that the reason his father left and never came back was because he threw his sweet's wrappers on the ground. My wife threatened me with no sex if I went through with it. I am weak, I caved in.😔

I did a similar thing at my free zone business. There a couple of nice shade trees next to our building so I made some wood picnic tables and put them under the trees.
People would come to eat their lunch, and leave it full of napkins and trash every day, even though I put a 55 gal drum between them.
I removed the tables, everybody came to my office to complain (even though it was their area, and not my employees.)
I told them why, and they asked me to please put them back, and they would keep the area clean.
Not only did they keep it clean, but they would chastise other folks who would sit there and throw their trash on the ground.
It can be done.

Educate and create consciousness about littering. There has to be a half dozen ministries for environmental matters. Shouldn't reducing litter by way of educational campaigns fall under their domain?? Have you ever seen any content to educate the population about not littering?

Yes, lots of attempts to educate the people, plus volunteer barrio cleanups. Other education attempts as well. Lack of enforcement and punishment is the main problem.

Like many other laws that exist here, there are laws against littering. In fact, a new "stricter" law against littering was just passed a month or two ago.

Well, much of Santiago became quite clean again after a few years of filth. All it took was replacing Serulle’s city government with Abel Martinez’s government. With him as mayor, the city government took it upon itself to picking up the garbage in many streets and redoing that every week.

There are towns that have always been quite clean with their town governments not doing more than most other towns regarding picking up the litter. Dominicans are most of the population there too and public education is about the same as everywhere else in the DR. However, living in filth isn’t quite tolerated there.

A little garbage story. A niece (from wife's family) is in charge of garbage collection in SFM and I spent a day with her on my recent trip. She is in charge of 400 employees under the environmental commission or something like that. She is on the phone most of the day coordinating her drivers, having dumpsters emptied, placed, moved and a lot of other things. It is an overwhelming job but she is making a difference. She has brigades of women sweeping the gutters on the main streets.

She also took me to visit the new recycling plant outside of town. There was an open air land fill that was causing problems and they have remediated it to reduce impact of health of the people living in the areal. It is now covered and and being prepared to be turned into usable land someday. The recycling plant is right there and now the garbage trucks drop off the garbage there. I was amazed and disgusted as I took the tour. I've never seen anything like this. They are separating everything. It's fairly new and hope is has a positive impact.

There was a interview a while ago about the garbage problem in santo Domingo and one of the mayors said half of the garbage trucks were broken ? so once broken they never can be fixed....she is waiting for the government to send new ones. I wonder how long that will take...........
