Wealthy condo owners could certainly be a part of the people on Sosua Beach, especially if they build the condos behind the beach on private land that is expected to be built, but not they will not be the bulk of the people on the beach by any means.

Have you seen the new installation the govt. has built in Guayacanes? Having seen that, I'm betting that's the way it's going to be on Sosua beach.
These were inaugurated last week. Here's what they look like:
There's a walkway with small kiosks for vendors that goes the length of the beach. The walkway would be 6-8 ft. wide, just wide enought for people to transverse in front of the kiosks and space to put a small table and chairs. Imagine that the length of the beach.
Look at that last picture, and imagine the privately built apartments behind the kiosks where the vehicles are in that picture. The kiosks would be located on the edge of the low wall behind the beach. Those kiosks should keep the vendors happy while reducing their footprint.
Behind that, a scattering of small 3-4 story buildings with private apartments with views over the kiosks built by the land owners, most of which would become AirBnb's.
Behind those buildings, a road to be used for private parking for the apartments the entire length similar to this.
That makes sense to me.
