Just met with my realtor on Friday to discuss this very topic. I'm 3 years in to Sosua, so there's a ton of naive optimism here...
IF the Playa Sosua plazas step up the food/bar options...
IF they can manage to move the chica activity to the other end of Pedro Clisante (or kill it altogether, but I'm not THAT naive)...
IF they can manage to lure one or two major hotels to anchor the beach, or even get a legit buyer with deep pockets to renovate whatever hotel used to be attached to Pirates Bay)....
IF Playa Bergantin takes off and brings manages to bring some infrastructure improvements to the North Coast (starting with some aspalt...jfc these roads)....
and IF the open skies agreement does what it's supposed to do once ratified here....
I'd like to think that if those things could happen, Sosua might be able to attract enough tourism dollars to address some of its biggest drawbacks (traffic, lousy roads, trash, among others). This place has a ton of potential to grow, not that I want to it to become Punta Cana North, but there's some room to grow without losing its personality.
Do I think this will actually happen? Probably not....and I'm not going anywhere if it doesn't....but wouldn't hate to see it.
