You’re right about campos not having meters, that’s not uncommon. Where we live no one does, including us. We get a fixed bill monthly based on the house size, etc. we pay the same whether we’re here or not.

About 5-6 years ago, Edesur caused a big stir by setting up meters for all the beach businesses on one kiosk. Then they started up the road to the houses. They installed a couple of meters that were promptly removed and that was the end of that. Most of the people here couldn’t afford even a few hundred pesos a month.
Proof that the EDEs are the problem. If you don't have money to pay, you should not get the service.

Water and electric, don't forget trash. No one pays their trash bill. When I bought my house there was a bill that wasn't paid for over 8 yrs. I finally got them to bring the bill down, but I still had to pay

I pay every month for trash removal. If I don't pay, it will not be picked up. Been that way for me for over 20 years now.

I also pay full boat for still poor, but better than when I arrived here, electricity service.

Yeah I pay 500 pesos for trash pickup. A bargain - but my Dominican neighbors regard the earth as their trash can.
I think they love rats

On my block everyone just sit the trash at the bottom of a light pole. I think thats why people don't pay. How would they know who's trash it is without digging through to find something connected to an address?

I agree with you, but a lot of the little wooden houses here are little old ladies with no income. I don’t know how they live/eat, perhaps charity from neighbors. Some have children/grandchildren, others don’t. One old woman had one daughter, one grandson. Daughter worked on the beach in a restaurant making a pittance, we regularly sent bags of food to her house (chicken, rice, beans, etc). She died from Covid that her daughter caught at beach. Now the grandson has a job, helps his mom, but also has a “wife” and daughter.

I’m far from a bleeding heart liberal, but these people like that old woman should get some help besides the little canasta monthly

There are people that do not have the money to pay. No, they are not driving expensive cars, have an expensive phone, etc. They barely have enough money to put food on the table. In my mothers-in-law childhood campo, we pay the electric bill, and some other bills for older family members. The idea of "if you do not have the money to pay you should not get service" does not fit every situation.

In every country with a social security system the vulnerable and poor never pay for their electricity, it's just done (obviously) so that they receive benefits from the govt, from which they pay their bills. Still, it's not their earned money from which they pay bills. If the utility company is state-owned then in fact the state pays the bill from the state so in practice the customer pays nothing. Same situation as currently. So if this kind of a system was in place in the DR, part of those "thieves" would no longer be thieves, I think. Then the rest, really, would have no excuse for not paying.

Yes but turning off electricity 4 hours a day sure won't improve her life nor mine.
I give over $1K to two families. That's all a stretch to my retirement income.
I should be able to choose my own charities. The government (not the utility companies) should help the elderly or those incapable to pay.
But not the able bodied
Otherwise where's incentive to work.
Will the taxi drivers give free rides, the grocery store free food and the bar line up shots of rum for campesinos in little wooden houses ? Not likely.
I'm charitable but you don't elevate someone's standard of living by bringing everyone down to a lower standard. And that's what's happening with the EDEs.

So this whole thing is either a scam to add surcharges to electric bills for investigating theft, raising rates or getting everyone so mad those paying report thieves.
But in reality it will be the political party in power that bears the brunt of outrage at the next elections

To begin the stealing process requires a daring person to wait for a power outage, then quickly connect illegally to a power line before power returns. Some get electrocuted.

They have “people“ who do the connecting. They tell you which wire to buy and how much, then they come connect you.

Several years back, our whole area kept blacking out. A main wire would disconnect and take out 20 houses. Local electrician would take up a collection from all the affected houses to buy and install new wire. Happened while we were here, first time we contributed. Second time Mr AE called Edesur and raised hell. Their trucks arrived quickly and they said the problem was the wire wasn’t right grade and wasn’t attached properly. They put in a high grade line and no more problems. It seems the electrician set it up to disconnect and fail so he could collect money from everyone.

I'm not certain how ours works in Boca Chica. Sometimes the truck come on either Tuesday or Thursday and we pay 200 pesos. Other times it doesn't come and we have a guy called Carlos Limpiaza who takes away whatever you have for less than 200 pesos, but I always give him 200.

Correct. I have witnessed some of them at "work". On the above mentioned campo after a wire slipped off and then more than a decade ago during our time in the capital, when EDE Este kindly refused to acknowledge that our house existed. It was all very weird. Our months of stealing from EDE despite the fact that I went to their office on Independencia 3 times trying to get a contract. They did not want our money. Good for us.

These guys are like pros and know exactly what they are doing. As far as I know, they don't need the electricity to be off.

They sell gloves here or on Amazon for electricians to protect up to 400 volts for $10. With insultated tools and rubber shoes you can touch wires.
Plenty of people do it.

Since our Campo electricity was modernized, we.
1) have 24h luz ( more or less )
2) everybody has meters and
3 ) nobody ( or hardly ) steals electricity anymore because nobody dares to splice into " tri-phase" wires --- apparently it can be deadly ( vs the old wires where every man and his dog would climb up and fiddle with the wires).

Also they are quick to cut you off if you don't pay. And yes, yes it's edenorte.
They also quick on repairs. A transformer blew up near my place a few years ago.
Locals complained for a few hours ---- to themselves.
I phoned the number on my bill, and a few hours later a lorry turned up with a new transformer and an elevator to install it on the pole. Crazy 💩, right ?

So they aren't giving your campo go-to-your-corner time-outs? I bet they are

ADN picks up our trash, twice a day. Also a crew comes and cleans the gutters every morning. I fear what will happen if they don't. If you see the streets before they come through, you will think who the heck lives here, animals ? The office of tourism installed all these benches that look very nice, but only gives the drunks, and drugged out people a place to sit all night and leave trash

You’re so lucky. We have no regular garbage pickup. We store it all in 55 gallon drum. Last week Mr AE happened to be outside our gate when the truck passed, he ran after it and told them we had some. They said they’d get it on the way back, and thankfully they did. We don’t leave it out because there is no schedule, it looks awful, and someone will steal it to get the drum (even though he punched holes all over it).
