temporary to permanent residency

Is it true that now a temporary residency is only valid for 1 year and must be renewed each year for 4 years before the permanent residency is issued?

yb1... these rules and regulations change from time to time, I had friends who travelled back to Europe in order to obtain the Visa that was requested from Migration last year, on arrival in te UK they found out you no longer have to start the process in your homeland, a complete waste of time and money.
Maybe the thread should be left open just incase they decide to change the goalposts on this subject.
Any updates appreciated!

Are you sure about this?

I had someone else hand in all the papers back in Venezuela, but you do have to go back to your home country to get the visa stamped or printed on your passport. This is as of two weeks ago and things have been going slowly since the canciller has leukemia and is currently hospitalized.
