OP's use of the word "rotary" confused me because I then thought of the traffic circle in front of Jumbo...maybe my fault on that. But to clarify, from the article I linked "This accident, which also left eight citizens injured, occurred at exactly 6:50 in the morning at the intersection of Manolo Tavarez Justo Avenue and Pedro Clisante Street, at the foot of the pedestrian bridge at the entrance to the Padre Las Casas sector. https://www.puertoplatadigital.com/verNoticia.aspx?Id=45590

To be honest, I have no idea what they meant by that, I only recognized the accident to be exactly this as the OP mentioned bus losing brakes. No mention of red lights anywhere I have seen though.

This was a really horrific accident. The video could be very disturbing for some people. Don't watch if you're squeamish.

This is horrible. However, even worse is someone taking a video of it, then putting it on social media. These people have families, this is a horrible thing for them to see. I have never liked the idea of posting these types of videos on social media.

National past time here.

It was a bus that hit a SUV and pushed it into a tourism truck and made an Oreo cookie with the SUV.

One of the videos showed some tourists still sitting in their seats while everybody else was in a frenzy.

There was a protest today in Parque Central demanding that the authorities take old vehicles, used to transport tourists, out of circulation.
I would say they should take out old trucks/camiones too, I see many which are either badly maintained or badly driven. Saw in the news that a truck carrying bricks plowed into a wall in Cabarete

Some reports said it was a hotel bus...if so, was it carrying tourists, employees, or empty? Has anyone seen any mention of the name of the hotel? No matter which, the horrific nature of this accident hopefully will result in some sort of actions. And sadly, although I too don't like the use of social media in instances such as this, it does make for a glaring spotlight.

The stunning refusal of any administration in the modern day of the Dominican to architect, implement and maintain a road and highway safety program including highway patrol, cameras, radars, fines, court summonses, vehicle impoundment is mind bending. Just as the gross corruption in the PN, incompetence in public education and the mafia Ede's, it just appears that they keep it this way on purpose. And I must say thank God for social media because the general public, especially the tourism population would never have access to this information via any of the political mouthpiece mainstream press operations.

I agree that a lot more should be done to improve the roadworthiness of vehicles (especially heavy ones) and prosecute bad driving and disregarding laws. But they already use radars and fines for speeding and say that cameras are being brought in.

Whatever they are using is useless for prevention. They have made zero progress in turning around road safety, in fact there is zero road safety. Accidents are worse than ever.

Did the bus driver have a license ? By the looks of the accident he was travelling in excess of 50 MPH.

These a-holes in public transit, be it motoconcho, taxi, mini-bus or full size bus all drive like getting there 30 seconds earlier will get them a year end bonus and a god chain.
Frankly they should all have an undercover inspector ride along and start pulling the dangerous drivers off the road.
Yeah brakes can fail but in today's modern systems you almost always have dual hydraulic systems and well before before a complete brake failure you will have ample warning something is not working correctly.
The bus driver is lying & trying to avoid a year of preventive detention .

I must say traveling around the big city and between San Juan de La Maguana what amazes me there is not more catastrophic traffic crashes. Almost every day I see motos racing down the hill on Moya towards the Malecon. Sometimes a pack of 15 are racing 50mph, if an unsuspecting pedestrian stepped off the curb, it would be curtains for several. I have often said I am not afraid of the local bandits (or the fictional fairy dust bandits) I am more concerned about a car or a moto losing control and hitting me.

The blatant highway racing on 50 dollar motos is reprehensible, lethal and highly criminal. That's an easy win for a reasonably competent highway patrol infrastructure. But nope.

You can see the tourists still sitting in the tour vehicle:

If I was a tourist in that truck I wouldn't get out either.

The old Dominican (mafia) Transportation Unions that ruled this country with an iron fist for decades under past administrations still wield a lot of power in this country.

I have zero doubt any real attempt at "fixing" this problem on a national level will lead to bloodshed.

Not gonna happen.

We say "rotary" in Massachusetts. I don't think anybody else does.
