And there is nothing that quite appeals to any one in any government, I would expect, as the proposition that they can save themselves $150 million that was pledged for elections! The US certainly wants elections - they (we) ALWAYS want "elections" no matter how fraudulent - to put up a veneer of "democracy" but don't see how the US can support giving any money to Moise until there are some real changes on the ground..

Agree. Moise needs to go and be replaced by an interim government? I don't know the answer. How do you measure progress?

That is not what is being asked for - as I understand it - Not that Moise leave - but that he appoint a Prime Minister -who can then appoint a Council of Trusted representatives from the Civil sector to organize a CEP (electoral council) to arrange for elections. The program is outlined later in the testimony - I will search for it tomorrow. I have put myself on a timer so that I don't keep doing "all Haiti" long days - since I consider that I am pretty well caught up now.

It does appear that the gangs are out of control - that there is simply "gang warfare" - But there are other reports that they are still very close to corrupt members of the police force and the motivation behind all the "warfare" is to keep the streets so insecure that no one can actually campaign or vote against Moise. Evidently "Sweet Mickey" had a lot of support among the poorest in Cite Soleil.-- but the support for his party, PHTK, would have disappeared after years of inaction and the PetroCaribe scandal.

There have certainly been complaints from the ground about the "intelligence force" that Moise does seem to have implemented.

The Haitian Ambassador to the US has asked for more money from the US to re-enforce the police. In the 3 hour hearing before Congress, the former Ambassador, Paula White, reported that back in 2015, when she left, she was very proud of the Haitian police force which had been trained with the help of officers from the NYC force. She did, however, say that her sources had reported that there was now corruption in that force that was widespread. She expressed her astonishment that Haiti would even ASK for any aid for a military? With all the problems that were facing the country?

It certainly does not appear that the Biden Administration will give any $$ to the Moise government for the police or military without stringent oversight.

And today - To start at 1:19 - to 1:21 for the question by Rep. Brad Sherman of California - on the fact that Haiti has fewer police than international standards recommend for the size of its population -

And the response from the representative from NouPapDomi - that rather than having foreign forces in Haiti, it would be best to increase the capacity of the existing Haitian police force with training and increase their salary, including some sort of health care coverage, so that they could support their families.

The presidency was weakened in Haiti's 1987 Magna Carta.

That report was filed by Reuters - which is a British wire service - and does have a reporter on the ground. The date/stamp that gives the place of filing does announce that the report was filed by someone on the ground in Haiti. Often one will read an article that will end with "with assistance of : reporting from Haiti" ..

Reuters and the Associated Press - its sister US wire service - have usually had a correspondent in Haiti. The current Reuters reporter is anonymous, I expect for his own protection. The former correspondent, Guy Delva, has, according to my sources, gone to work for the Moise government and not a credible independent source.

It was the AP correspondent who discovered the leak in the sewage system at the UN camp and broke the news during the cholera epidemic.

Although few Americans would use it - I have found that AlJazeera - which is financed by the royal family of Quatar with HQ in Doha - to be an excellent source of balanced reporting.

They do not, evidently have a reporter on the ground now in Haiti.

This report is filed by their staff but has excellent live links for background.

And then - what is perhaps the crux of the matter vis a vis the illegality of Moise & his actions:

..."Moise recently issued decrees that effectively removed judges from the supreme court (Cour de Cassation) in violation of the Constitution. He then appointed replacements to the court, also without following constitutional guidelines, HRW said.

He has also formed an electoral council and consultation committee to prepare a new constitution, for which he plans to hold a referendum on April 25. Moise has said the current constitution “is one of the sources of social, economic and political crises that the country is currently experiencing”.

When one has "an opposition" that has two named 72 year-old former Supreme Court judges - storming the Palace - calling for one's removal? Well - let's just say that is not such a good look.

(that guy who is the friend of Maduro is simply a boogey man put up to scare the internationals into supporting Moise. That is simply my gut feeling. No confirmation from the ground)
