With that cast of characters...there is only one "real" reason they are there....the Haitian situation in the DR.
McGovern is well known for his desire to involve himself in those types of issues (Nicaragua, El Salvador).

You are correct. It has to do with the Haitian issue. At least now they understand the need for the
DR to implement the Regularization Plan.
Recognizing the DR's efforts to organize immigration
The International Organization for Migration (IOM) organized a visit by diplomats in the Dominican Republic to the Ministry of Interior and Police earlier this week to learn about the Dominican Foreigner Legalization Plan that expires on 15 June this year. The Ministry says the plan will not be extended and is encouraging foreigners without legal status in the Dominican Republic to apply. The Dominican government is not charging foreigners for legalizing their status. While the plan was issued mainly to benefit thousands of Haitians who have migrated to the DR without legalizing their status, it is also open to foreigners of all nationalities.
IOM representative Cy Winter and the ambassadors of the United States, the United Kingdom, European Union and Peru were given explanations about the implementation of the plan and were able to witness the efforts made by the Dominican government to legalize immigrants.
Winter said it is a great achievement that so far some 146,000 foreigners living in the DR with irregular status have entered their data in the system.
As reported in Listin Diario, UK ambassador Steven Fisher highlighted the great work carried out by the Dominican authorities and said that all countries should carry out a similar plan to legalize their immigration. He acknowledged the high cost of the plan for the Dominican government and that not all nations can afford such a plan.
US Embassy economic and political counsel Brian S. Quigley Jr. and political officer Sarah Gjorgjijevski also took part, as well as Maria Antonia Calvo from the European Union Delegation to the Dominican Republic and Geanina Guzman from the Embassy of Peru.
Deputy ministers Luis Fernandez and Washington Gonzalez and the executive director of the plan, Samir Santos, explained the process to the visitors.
The diplomats were able to see for themselves the implementation of the process in its different phases.
The program has not progressed faster because of the delays in the Haitian government providing basic documentation such as passports, birth certificates and marriage certificates.
