The United States’ new international air travel policy is effective 8 November 2021 and it replaces the existing country-by-country restrictions, putting in place a consistent approach worldwide.

Beginning 8 November 2021, US citizens and vaccinated legal permanent residents returning to the United States need to present proof of vaccination and a negative test performed within three days of departure. This is FAKE NEWS :
You do not need a vaccination to travel to the United States. Unvaccinated travelers can enter with proof of a negative Covid Test taken within 24hrs of departure. SDQ and POP have testing facilities which can complete the test in under 30 minutes, before your flight.

Your post is also FAKE NEWS. Unvaccinated US citizens can enter with a negative test within 24 hours. BUT FOREIGNERS CANNOT ENTER THE US IF THEY ARE UNVACCINATED.

Non-U.S. citizen, Non-U.S. immigrants: Air Travel to the United States

You must be fully vaccinated to travel to the United States by plane if you are a non-U.S. citizen, non-U.S. immigrant (not a U.S. citizen, U.S. national, lawful permanent resident, or traveling to the United States on an immigrant visa). Only limited exceptions apply

This is point I have tried to make to some people who claim unvaccinated can get stuck here but you can always go back to your country of origin in this case Americans to the US. All normal countries at least let their citizens travel into their country with just test. I am planning to go to the US end of this year and I hope to use my DR vax card and I would still have to test beforehand.
