My guess is by May/June there will be a glut of vaccines in the EU and US due to more vaccines getting approved, as well as a lack of willingness of a certain amount of the population to get vaccinated. Wouldn't be surprised is some politician comes up with the bright idea of bribing volunteers.
Yes,
This is the hope.
I have friends in Sherman Oaks CA who already have had two vaccinations.
Not yet for my friends in Canada and the EU.

We need to get as many people vaccinated ASAP, to prevent infections and help in slowing any more surges.

Rather than improving countries have increased travel restrictions, thus reducing air travel.
The talk is now about an e-vaccine pass for travel, for those who have been inoculated.

Airline and airport revenues have collapsed along with tourism revenues.
Trans Atlantic flights have collapsed to 500 daily.

Public Health Agency of Canada ‘looking into’ non-compliance incidents of new travel rules
The Public Health Agency of Canada said it's "looking into" incidents in which international travellers entering Canada are not compliant with the new rules under the federal Quarantine Act amid concerns over the spread of more contagious COVID-19 variants.
"Travellers are legally obligated to follow the instructions of a screening officer or quarantine officer through the 14-day period, whether in regards to testing, transit to locations, their mandatory hotel stopover or during quarantine at home or other suitable location," a PHAC spokesperson said in an email Wednesday.
"If they do not follow the instructions, there are penalties including a maximum fine of up to $750,000 and/or imprisonment for six months."

Airport passengers frustrated but complying with new testing, quarantine requirements, says YVR

Just days after implementing new federal pandemic testing and quarantine rules , Vancouver International Airport (YVR) is reporting passenger frustration but also compliance.
"People are, of course, not happy with the quarantine rules but [have] been doing their best to understand them and comply with them in co-operation with the government," said YVR's president and CEO Tamara Vrooman.

Of course it's not only Canada with travel restrictions.
Most of the world has severe travel and entry restrictions, to the effect of being close to a lock down- including Asia.

The UK now has the same restrictions as Canada.
For DR tourism this year will be another great loss.
EU,UK, CAN arrivals are close to nil.

People arriving in the UK now have to take two coronavirus tests while quarantining, and some must pay to self-isolate at a hotel.
There are currently travel bans on 33 countries "where the risk of a new variant is greatest".
The government has warned that other countries could be added with just a few hours' notice.

Prime Minister Boris Johnson has defended the government's measures to prevent new coronavirus variants being imported into the UK.

Obviously Tourism to the DR is affected by all international travel and flight restrictions.
The loss of tourism revenues for the DR will continue to effect tax and personal revenues in the DR.
Of course in the outside world, the same is the case.
Many businesses and individuals are without incomes or on reduced incomes.

I only hope that vaccinations world wide will improve this situation by the end of 2021.
On a personal level I am planning to return to the DR in November for 5-6 months.

Actually, people are walking away from the hotel quarantine/prison and heading straight home after landing because they, unlike other travelers, know that the govt of Canada won't do anything to them if they don't comply with that hotel quarantine.

The $750k penalty threat is just that, a threat. No judge will prosecute and charge them for non compliance because it's illegal to detain or imprison Canadian citizens for such reasons.

When you know you rights, you don't live in fear.

Very few people are refusing to go to the hotel or leaving prematurely.
The PHAC fines will probably be in the $5,000 - $10,000 range.
The overwhelming vast majority of travellers are complying with the rules and they usually only need to spend 2 days in the hotel.

I would hope that this measure will be short lived and the government will go after those who violate the 14 day quarantine instead of making everyone pay this price.
