Under Canadian Charter of Right and Freedoms Section 6 "Mobility Rights" states;
Section 6.
- Every citizen of Canada has the right to enter, remain in and leave Canada.
- Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right
- a) to move to and take up residence in any province; and
- b) to pursue the gaining of a livelihood in any province.
- The rights specified in subsection (2) are subject to
- a) any laws or practices of general application in force in a province other than those that discriminate among persons primarily on the basis of province of present or previous residence; and
- b) any laws providing for reasonable residency requirements as a qualification for the receipt of publicly provided social services.
- Subsections (2) and (3) do not preclude any law, program or activity that has as its object the amelioration in a province of conditions of individuals in that province who are socially or economically disadvantaged if the rate of employment in that province is below the rate of employment in Canada.
There was big backlash in Florida news media about outsiders getting vaccine..and we all know when battle drums are sounding...

If a public welfare emergency is declared, the federal government is required to specify a) the “state of affairs constituting the emergency;” b) the “special temporary measures that the Governor in Council anticipates may be necessary for dealing with the emergency;” and c) the “area of Canada to which the direct effects of the emergency extend.”
Under the Act, a public welfare emergency grants the federal government the right to:
If a public welfare emergency is declared, the Act prohibits the federal government from assuming control of any police force that normally falls under the jurisdiction of a municipality or province. The Act also stipulates that a public welfare emergency “expires at the end of ninety days unless the declaration is previously revoked or continued in accordance with this Act.”
- regulate or prohibit travel “to, from or within any specified area;”
- evacuate people and remove personal property from any specified area, and to make arrangements “for the adequate care and protection of the persons and property;”
- requisition or use property;
- direct any person or “class of persons” to render essential services, with “the provision of reasonable compensation;”
- regulate “the distribution and availability of essential goods, services and resources;”
- authorize and make emergency payments;
- establish emergency shelters and hospitals;
- assess “damage to any works or undertakings and the repair, replacement or restoration thereof;”
- assess damage to the environment;
- impose fines and indictments “for contravention of any order or regulation made under this section.”

The Act defines a “public order emergency” as one that “arises from threats to the security of Canada and that is so serious as to be a national emergency.” The Act also stipulates that “threats to the security of Canada” are to be defined in accordance with section 2 of the Canadian Security Intelligence Service Act. Other Emergencies and Provisions
The Act lists similar stipulations to be applied in case of an international emergency or a war emergency. It also lists the requirements for proper parliamentary supervision during the application of the Act, and for compensation of people and groups after the application of the Act.
Why do people always expect their government will bail them out for making bad decisions?That’s my take on the new vaccine restrictions in Florida. Not due to Canadian snowbirds. Due mainly to the large numbers of out of state US residents crossing the state line to get the vaccinations.
Just spoke to a stranded friend of mine staying in Playa Dorada and trying to get back to the UK. The British Consulate and his travel insurance company did nothing for him. The DR Consulate contacted his family in the UK to update them, the DR government is arranging a Covid test and transportation for him today, and he is returning by flying Santo Domingo to Germany to the UK. More or less proof that the DR government is supporting tourists stranded in the DR.
All that remains now is for the Canadian government to come up with a viable solution to resolve the problem of stranded Canadian tourists in the DR.
I will be happy when this bureaucratic bullshit is over!

Florida clamps down on COVID-19 ‘vaccine tourism’
Florida has begun cracking down on COVID-19 “vaccine tourism,” reversing course on an earlier position that residents and visitors alike would be eligible for vaccinations.
Jackson Health System, the state’s largest public hospital system, has revised its policy to require anyone seeking a COVID-19 vaccine to provide proof of U.S. residency.
Under the new policy, updated this week, those looking to be vaccinated must bring one piece of U.S. government photo identification bearing their date of birth. Those with identification issued by a foreign government, such as Canadians, must bring two documents to prove that they live in the U.S., such as a utility bill or property tax statement.
Lidia Amoretti, a spokeswoman for Jackson Health, said the health system wants to ensure ready access to the vaccine for anyone who lives in the U.S., regardless of where in the country they reside or their immigration status. But, it wanted to “ensure the vaccine is not distributed to ‘vaccine tourism,’” she said.

Actually Russ, it’s an RT-PCR portable testing system. It meets the Canadian government testing requirement for international travellers returning to Canada. A one hour time frame from sample collection to results. I was thinking the same thing you were. Perfect for testing at Canadian airports. DR testing facilities could stock up on the units (about the size of a coffee cup) and provide fast testing to US and Canadian tourists. The unit is so simple and fail safe, they trained 10 year olds to use it. Soon to be available for use or purchase at Canadian pharmacies.Health Canada just approved the Spartan BioScience rapid CV19 test...it takes an hour at most to make positive or negative results.
