Florida clamps down on COVID-19 ‘vaccine tourism’​


Florida has begun cracking down on COVID-19 “vaccine tourism,” reversing course on an earlier position that residents and visitors alike would be eligible for vaccinations.


Jackson Health System, the state’s largest public hospital system, has revised its policy to require anyone seeking a COVID-19 vaccine to provide proof of U.S. residency.


Under the new policy, updated this week, those looking to be vaccinated must bring one piece of U.S. government photo identification bearing their date of birth. Those with identification issued by a foreign government, such as Canadians, must bring two documents to prove that they live in the U.S., such as a utility bill or property tax statement.


Lidia Amoretti, a spokeswoman for Jackson Health, said the health system wants to ensure ready access to the vaccine for anyone who lives in the U.S., regardless of where in the country they reside or their immigration status. But, it wanted to “ensure the vaccine is not distributed to ‘vaccine tourism,’” she said.

Bill. I think that was part of the criteria anyway for vaccination access in Florida. Snowbirds were welcome but only annual snowbirds or those with property in the state would get access to the vaccine. It was never open to all. The Governor is getting pushback from Floridians who are having a problem getting access to the vaccine because of other State residents jumping in the line. The Canadian snowbird impact on the vaccine delivery in Florida is minimal, I think.

The CBC news this morning noted that over 50, 000 international flight reservations have been cancelled by Canadians since the testing requirements came into place about two weeks ago. I suspect many of these people were headed to the DR, Florida, and Mexico.

Just read the news on TVA Nouvelles.
Canada will possibly ban all outgoing travel soon. You won't be able to leave your own country. Forget about your constitutional rights, they're gone.

Man i wish i was an expat in DR now.

In order to circumvent these rights Canada would need to invoke a Public Welfare Emergency under the Emergency Act.

If a public welfare emergency is declared, the federal government is required to specify a) the “state of affairs constituting the emergency;” b) the “special temporary measures that the Governor in Council anticipates may be necessary for dealing with the emergency;” and c) the “area of Canada to which the direct effects of the emergency extend.”

Under the Act, a public welfare emergency grants the federal government the right to:

  1. regulate or prohibit travel “to, from or within any specified area;”
  2. evacuate people and remove personal property from any specified area, and to make arrangements “for the adequate care and protection of the persons and property;”
  3. requisition or use property;
  4. direct any person or “class of persons” to render essential services, with “the provision of reasonable compensation;”
  5. regulate “the distribution and availability of essential goods, services and resources;”
  6. authorize and make emergency payments;
  7. establish emergency shelters and hospitals;
  8. assess “damage to any works or undertakings and the repair, replacement or restoration thereof;”
  9. assess damage to the environment;
  10. impose fines and indictments “for contravention of any order or regulation made under this section.”
If a public welfare emergency is declared, the Act prohibits the federal government from assuming control of any police force that normally falls under the jurisdiction of a municipality or province. The Act also stipulates that a public welfare emergency “expires at the end of ninety days unless the declaration is previously revoked or continued in accordance with this Act.”

Public Order Emergency​

The Act defines a “public order emergency” as one that “arises from threats to the security of Canada and that is so serious as to be a national emergency.” The Act also stipulates that “threats to the security of Canada” are to be defined in accordance with section 2 of the Canadian Security Intelligence Service Act. (See Canadian Security Intelligence Service.)

If a public order emergency is declared, the federal government is required to specify: a) the “state of affairs constituting the emergency;” b) the “special temporary measures that the Governor in Council anticipates may be necessary for dealing with the emergency;” and c) the “area of Canada to which the direct effects of the emergency extend.”

Under the Act, a public order emergency grants the federal government the right to:

  1. regulate or prohibit “any public assembly that may reasonably be expected to lead to a breach of the peace; travel to, from or within any specified area; or the use of specified property;”
  2. designate and secure protected places;
  3. assume control, restoration and maintenance of public utilities and services;
  4. direct any person or “class of persons” to render essential services, with “the provision of reasonable compensation;”
  5. impose fines and indictments “for contravention of any order or regulation made under this section.”
The Act specifies that the application of these powers must not interfere with the ability of a province to respond to an emergency of its own. A public order emergency “expires at the end of thirty days unless the declaration is previously revoked or continued in accordance with this Act.”

Other Emergencies and Provisions​

The Act lists similar stipulations to be applied in case of an international emergency or a war emergency. It also lists the requirements for proper parliamentary supervision during the application of the Act, and for compensation of people and groups after the application of the Act.

That’s my take on the new vaccine restrictions in Florida. Not due to Canadian snowbirds. Due mainly to the large numbers of out of state US residents crossing the state line to get the vaccinations.

Just spoke to a stranded friend of mine staying in Playa Dorada and trying to get back to the UK. The British Consulate and his travel insurance company did nothing for him. The DR Consulate contacted his family in the UK to update them, the DR government is arranging a Covid test and transportation for him today, and he is returning by flying Santo Domingo to Germany to the UK. More or less proof that the DR government is supporting tourists stranded in the DR.

All that remains now is for the Canadian government to come up with a viable solution to resolve the problem of stranded Canadian tourists in the DR.

I will be happy when this bureaucratic bullshit is over!

I still remember when the War Measures Act was implemented in Quebec during the FLQ crisis under Pierre Trudeau. He had the cojones to do that.

Health Canada just approved the Spartan BioScience rapid CV19 test...it takes an hour at most to make positive or negative results.
Not sure of accuracy.
But would be the 'cats meow' for pre boarding protocols at airports.
Thats all I know from MSN News today.

Not sure of accuracy.
But would be the 'cats meow' for pre boarding protocols at airports.

Actually Russ, it’s an RT-PCR portable testing system. It meets the Canadian government testing requirement for international travellers returning to Canada. A one hour time frame from sample collection to results. I was thinking the same thing you were. Perfect for testing at Canadian airports. DR testing facilities could stock up on the units (about the size of a coffee cup) and provide fast testing to US and Canadian tourists. The unit is so simple and fail safe, they trained 10 year olds to use it. Soon to be available for use or purchase at Canadian pharmacies.
