You're able to chat women up because you're just being sociable and acting normally, rather than the guy "on the make" looking for the perfect pick up line (Pro tip: there isn't one, with the exception of "cuanto" in Sosua). You have to be PRESENTABLE though as well , cant be a typical sloppy American Tourist .
I recall my early Years ( late 90's) to Santo Domingo , when I was still young and really cared about my appearance , always dressed in Slacks, dress shoes, and a nice Collar Shirt at night .. even women from a Wedding in the Nice Hotel we were at had no problem chatting with us , as we did not look like Estupido Grigos with Flower shirts and shorts, except at the POOL ..
