Who is developing natural gas pipelines?

Are there privately held gasline companies holding/developing distributing natural gas? If so, where is the developing being done? Are there outside of the the DR companies involved?

There are currently no natural gas pipelines either in or being developed in the DR. Nor is there any exploration/drilling by any of the world major companies

What they do have are LNG terminals/regassification facilities to receive ships for import of the product for the energy producers, i.e., AES etc.
