The exchange rate is whatever your local bank offers. Plus whatever fee they charge to accept a wire, usually $12-15. But still way cheaper than Xoom and their god-awful rates and fees.
Yeah I figured that out. The best for me to pull out a little by little using cards that offer Mastercard rate for pesos. I have used Remitly to do a GBP to USD transfer but I think Wise will win for larger transfers

You CAN transfer USD to a peso account. I have done it many times, without issue. The local bank converts USD to pesos and deposits into the peso account.

Well, that's what Wise support told me, from Wise they don't send USD or GBP transfer to a peso bank account in DR...!

But as I use Wise a lot for other currencies, and have money there, I will give it a try and see what happens.

Years ago direct bank transfer to BHD was not possible, it had to go via an intermediary bank in USA, but I think it's okay now...

By the way, on Wise system for BHD it comes up with two options, BHD Leon..., and BHD Multiple S.A. ..., I wonder which one is the retail street BHD bank we use...? (that's to get swift/bic number.)

You can use the paypal debit card to get cash here. I have been using it while I wait for the debit card from my usa bank to arrive. Transfer money from bank to paypal account then take the cash out inside the bank using a teller. You can also use the paypal card for pedidos-ya and most purchases here in DR.

Are you logging into xoom with your xoom account or your paypal account. It appears that you might need to login with your paypal account to get your paypal balance to link to your xoom account. The other thing you could always do is make the xoom payment/transfer from your US bank account and then transfer the money from your paypal account to the same bank account. A xoom transfer does not leave the funded account until the transfer has been picked up so if you make that transfer to your account before you pick it up that should work as well.

If you have the BHD App, you can click on the green arrow icon (with the text 'compartir') just about your balance to the right. I got 'BCBHDOSDXXX' and it shows up in Wise as 'BANCO MULTIPLE BHD LEON S.A.'

A quick follow up regarding the original issue. Still haven't heard back from Xoom (followed up with them as well), but found something interesting: After linking my PayPal and Xoom accounts, there is a screen asking from which currency to which currency (DOP) I want to send. I'm not shown the option for USD, only EUR and GBP, which I assume is linked to the fact that it's a European PayPal account. I just deleted the EUR currency from my PayPal account, but still I suspect that as Xoom only wants to recognize GBÜ and EUR for me, it does not somehow see the USD balance at all. I wrote all this to Xoom customer service, waiting for their reply.
