All of today?s newspapers carry the front-page story of the Dominican Republic?s history with regards to human rights. The US State Department released its report for 2002, in which it describes the Dominican government?s attitude towards human rights as ?poor?. The report sets out a list of violations against women, children and Haitians, carried out by security forces. The only bright point in the report, according to El Caribe, is that the number of extra-judicial executions was lowered from 250 in 2001 to 126 in 2002. This decrease is attributed particularly to the appointment of Major General Jaime Marte as chief of the police early last year.
