The special commission charged with finding a way to reduce the government payroll is close to making its final recommendations. According to the Diario Libre, the President?s personal assistants, ministers without folios, and ?parallel payrolls? within certain governmental dependencies is what is causing the headaches within the commission. The head of the CASC union group, Gabriel del R?o, told reporters that it was impossible to know precisely how many people were on the government?s payroll. The commission worked all day yesterday, with just a short lunch break at 1pm. Technicians and officials from the World Bank, Monsignor Agripino N??ez Collado, and Elena Viyella de Paliza of the National Council of Businesses (CONEP) headed the meeting, along with representatives of the civil society, the political parties and union groups. Among the proposals were the suggestions that the government payroll be kept at the August 2000 level, the elimination of several or all ministries without folios, a reduction of the number of personal assistants assigned to the President and the strengthening of the role of the Treasurer?s office and the Accounting office in control of the public expenditures. After the closed-door meeting, Elena Viyella told reporters that the duty of the commission ?is not simply to fire workers and create problems for the government. What we are looking for is to create a payroll that is within the possibilities of the State, which will finally resolve a problem that has been generating economic distortions for years.?
