The Ministry of Energy and Mines approved the first Dominican Republic technical protocol for mining supervision. The norms, that had been pending since the 1970s, will provide for a more rigorous monitoring of the mining industry.
The new rules, outlined in Resolution 00010-2015, mandate the implementation of the Technical Protocol for inspections, the monitoring and control of mining exploration and exploitation concessions. An interagency commission led by the Ministry of Energy and Mines will be responsible for inspections and audits of the mining concessions. In announcing the decision, Minister Antonio Isa Conde stressed that these sweeping changes are part of a new effort to put our house in order and establish norms for the effective oversight of mining operations in the country that will improve the Ministry’s ability to assure that all mining operations are in compliance with the laws, regulations and the contracts signed by the government.
He explained the country is preparing to become a full member of the Extractive Industries Transparency Initiative (EITI), a global standard to promote open and accountable management of natural resources.
The official said that “regulatory vacuum” that exists in the various sectors under the Ministry of Energy and Mines from the regulatory point of view, has been the cause of various problems in the mining sector that could have been avoided.
