The Chamber of Deputies approved on 23 July 2024 legislation establishing the Specialized Body for Emergency and Disaster Mitigation (CEMED), a new branch of the Armed Forces under the Ministry of Defense. The bill defines the Ministry of Defense’s role as supporting national authorities nationwide during natural disasters.
The new entity is intended to enhance the state’s response capabilities to emergencies and disasters through non-combat military operations.
The CEMED draft was proposed by the Executive Branch. The bill had already been approved in the Senate and now returns to the Presidency for enactment or revision.
CEMED will undertake 11 new functions and include members from the Dominican Army, Navy, and Air Force.
The law comprises 15 articles. The institution will operate with a National Fund for Prevention, Mitigation, and Response, funded by the National Budget, loans, and donations.
