The new measure of the National Transit Institute (Intrant) that requires people 65+ to renew their driver’s license every two years and not four years as everyone else has met with lots of opposition. Listin Diario was the first to report on the change that doubles the cost of the driver’s license for those 65+. The charge is the same, but the license is only renewed for two years.
Those against say the measure is discriminatory and thus violates the Constitution. The argument is that already the renewal incorporates measures to determine if the person is fight to drive, including eye sight tests. Others say that the accident rate of persons in that age group are much less than those in the younger age brackets.
The director of Intrant, Milton Morrison has defended the measure.
This regulation, which is not new, is outlined in Article 21 of Decree 6-19, which establishes the Driving License Regulations. In this regard, the Intrant has defended the measure saying it is part of a broader approach by the new management aimed at ensuring road safety. The agency indicated that the restrictions on renewing licenses for drivers over 65 for more than two years are necessary to account for the physical and cognitive changes that can impact driving ability as individuals age.
Pablo Ulloa, the local Public Defender, has sent a note requesting Morrison reassess the change, as reported in Diario Libre.
Meanwhile, Morrison says he will revise the disposition to decide whether it goes or stays. Morrison was appointed to the position at the start of the second term of the Abinader administration. No previous director had charged seniors more for the license renewal.
