President Leonel Fernandez broke down in tears upon listening to "Cuando un amigo se va," (When a Friend Goes Away), the Alberto Cortes song by student Neftali Peña during the last award granting ceremony at the National Palace. President Fernández instituted the ceremony for awards to outstanding public school students. 128 students were given awards for good grades at the event. The program sought to motivate public school children to stay in school.
