El Dia questions why this would be allowed at a time the tax administration is making efforts to reduce tax evasion.<\/p>\n<p>Guerrero had noted that the legislation would allow persons without assets or goods that have not been declared to pay less than what they would have paid.<\/p>\n<p>\u201cThis recourse is of interest to those who have turned tax evasion into a culture who knowingly do not pay their taxes.
