Saab said that Palmar is a very dangerous man who was protected by his predecessor Luisa Ortega and her team. He said Palmar is known as the biggest capo handling the traffic of drugs from Venezuela to the Dominican Republic. He is also the first capo captured since the arrest of Herm\u00e1goras Gonz\u00e1lez, the head of the La Guajira cartel in Venezuela in 2008.
