The payment, Gomez alleges was essentially a bribe that allowed the deal to go through.<\/p>\n<p>Meanwhile, press spokesman for the Ministry of Industry &amp; Commerce says the Ministry officials are in the clear because the transaction was done directly with the state-owned Banco de Reservas.
