According to Morales Troncoso, President-Elect Rene Garcia Preval&#8217;s intention of including dual citizenship in the Haitian constitution clashes with the Supreme Court of Justice (SCJ) ruling on the matter.  Morales stated that the SCJ ruling clearly establishes the Dominican stance on this issue.
