The latest Penn, Shoen & Berland poll shows that there is a distinct possibility that there will be a 40% abstention in the 16 May elections. This would be a marked improvement over 2002 when the abstention rate was 48%. The Cibao region registered a predicted abstention rate of 60% and the National District registered a rate of 45% possible abstention. Nearly 3,400 people were interviewed for the survey. The survey also showed that among the lower income and less educated groups, there was a much lower predicted abstention rate.
