Two rulings from the Administrative Superior Court (TSA) had ordered a stop to the construction. Several activists from eastern Santo Domingo oppose the development on grounds belonging to the Parque Mirador del Este.<\/p>\n\n\n\n<p>The Ministry of Public Works began construction of the terminal without the land or environmental impact studies as required by the Environmental Law 64-00.
