In fact, the government&#8217;s economic team was not involved in the discussions of the purchases nor the loan.<\/p>\n<p> Nevertheless, President Fernandez appointed a small committee to look into the loan and the government purchases for the police. According to Bengoa, the government&#8217;s decision not to make use of the approved loan was based on the fact that there was no public bidding for such a project. He did say that the police would be better equipped, but the process would have to be done in a transparent manner.
