He is accused of ordering the murder of two financiers, Jos\u00e9 Silva and H\u00e9ctor Antonio M\u00e9ndez to whom he owed RD$13 million. Frank was arrested in February in California, to where he had traveled from Mexico with forged documents. An Interpol notification in the system alerted to his involvement in the double murder in the Dominican Republic.
