In the speech during the presentation of his municipal management plan, Morales stressed the need for an effective program to rescue of the city. He promised integrated management of solid waste, the organization of road traffic with pedestrian education programs. He promised the modernization of the municipality. A leading urban artist himself, he committed to promote art, culture, sport, tourism and the historical heritage of the city.
