The pilot had not filed a flight plan. The aviation authorities say the flight was \u201cirregular.\u201d <\/p>\n\n\n\n<p>The victims, who died of burns, have been identified as 69-year old Dominican citizen Arturo Cora, and 34-year old Venezuelan citizen Miguel \u00c1ngel Escobar Castillo. The third victim has not been identified. <\/p>\n\n\n\n<p>Members of the National Police are on the scene as well as members of the civil protection organizations.
