An OAS electoral observation mission was in the Dominican Republic when the e-voting machines failed during the 16 February 2020 municipal elections. The municipal elections are rescheduled for 15 March.<\/p>\n\n\n\n<p>In his first comments to the press, De Icaza says the team has identified several system failures, not just the failing of the system to upload the ballots of opposition parties. He said as part of the audit, the voting machines will be checked, people will be interviewed, and the programming and formatting for the process will be reviewed. \u201cWe need time. This is going to take time,\u201d he said. He said the review would be made public before the presidential and congressional election scheduled for 17 May 2020.<\/p>\n\n\n\n<p>De Icaza said that the names of the technicians that are working on the audit will not be disclosed to avoid subjecting them to pressures that create obstacles to their work.<\/p>\n\n\n\n<p>He said the technicians will check 80 computerized voting devices, including those that worked well from the start, those that never worked, those that at the start did not work well, but then did, and those that were separated as backups. He said if more machines are needed to establish responsibilities, these are available.<\/p>\n\n\n\n<p>De Icaza has been director of the Department of Electoral Cooperation and Observation since March 2014. In his years as Director, he has led more than 50 Electoral Observation Missions in more than 20 countries. In 2018, he served as Acting Secretary for Strengthening of Democracy from February to July.
