The province was desperately in need of rain to improve the water levels of the Yaque del Sur River. For people in this province, Tropical Storm Isaias was a blessing.<\/p>\n\n\n\n<p>Media reports are that the river has returned Laguna Rinc\u00f3n in Cabral to adequate levels. A long-running drought had been affecting communities in the area that lived off fishing in the lagoon.<\/p>\n\n\n\n<p>The water corporation for the capital city (CAASD) reports that the heavy rains filled up the water sources for the National District.
