The plant was built by the consortium Odebrecht-Technimont-Estrella. <\/p>\n\n\n\n<p>Before the change of government and the inauguration of the power plant on 29 July 2020, Serafin Canario de la Rosa had presented a report indicating that unit #1 did not pass the so-called Verification of Operational Restrictions (VEROPE) tests. His consulting firm, Grupo Canario, had won the tender for the audit findings delivered to the Public Electricity Corporation (CDEEE) in June 2020.<\/p>\n\n\n\n<p>After revealing the findings on unit #1 to the press, Grupo Canario was not allowed to audit Unit #2.
