Bernstein and Higher Education Franklin Garc\u00eda Ferm\u00edn.<\/p>\n\n\n\n<p>During the ceremony, Ambassador Robin S. Bernstein said: &#8220;The Fulbright program is the flagship international educational exchange program sponsored by the US government. International education builds bridges and fosters mutual understanding between countries.
