In an interview with El Dia, he said he has been a government contractor in the electricity sector since 2004. From 2004 to 2008, Leonel Fern\u00e1ndez was President and Danilo Medina was his Minister of the Presidency. <\/p>\n\n\n\n<p>Montilla said during the Fern\u00e1ndez government he sold RD$2 billion to the state. He argued he won the tenders because he offered better prices after making contacts with suppliers in China.<\/p>\n\n\n\n<p>Montilla argues that when Medina became President he continued to sell to the state because the Procurement Law did not impede him from doing so. He said the power utilities were not directed by his relatives.<\/p>\n\n\n\n<p>The former general manager of EdeEste utility was Luis Ernesto de Le\u00f3n, who happened to be the husband of a sister to former President Danilo Medina.
